In Arizona Legislature v, Arizona Independent Redistricting Commission, the Supreme Court held that such power belongs to the people's initiative-established independent redistricting commission, not to the legislature, under the Election's Clause of the U.S. Constitution. The Court said the legislature's vested interest in protecting its own power or each political party's individual seats was subordinate to the "animating power" that it derives from the people to define that allocation themselves. Missouri lacks such an independent redistricting commission. I believe that it would materially benefit by having one.
