This is the law that is the source of the authority for recent federal government shutdowns; it came to the forefront under Ronald Reagan's administration and Newt Gingrich's GOP. I am of the reasoned view that the "Antideficiency Act" is illegal as being facially unconstitutional, meaning the law lacks the authority of the national governing documents; and "dehors" our founding documents, it has never been ratified as a United States Constitutional Amendment!
