3/5's CLAUSE AS BASAL TO AMERICA
Article 1, section 2, deals with the status of Africans in America almost immediately in the second section, of our United States of America Constitution, as being supremely fundamental to its very foundation as one nation. The centrality of the 3/5s clause to "other persons'" as fractional foci of the system of taxation and representation in the nation was brought to the forefront yet again, in my reading today of the POST-TRAUMATIC SLAVE SYNDROME by Dr. Joy DeGruy Leary (2005), 50-51.
